ChatGPT Ads in Canada: Should Your Business Buy?

ChatGPT ads are live in Canada, but no source reports a way to target one city, and clinics, brokers and law firms cannot buy them. What to do instead.

The short answer: ChatGPT has shown ads to Canadian users on its free and low-cost Go plans since mid-April 2026, and Canadian businesses can now buy them. For most local businesses the answer is still no, not yet. No source reports city, postal-code or radius targeting in Canada, so a Kamloops business cannot keep its ads in Kamloops. Clinics, financial advisers and law firms cannot buy them in Canada at all. And an ad never changes what ChatGPT recommends: it sits in a labelled box below the answer. The free work that gets you named in the answer is still the better spend.

ChatGPT became an ad platform this year, and the pitch that has followed is the usual one for a new channel: get in early, while the clicks are cheap.

Before weighing that, it helps to be precise about what is for sale. A ChatGPT ad is a sponsored unit that appears below ChatGPT's reply, labelled as sponsored and kept visually separate from the answer. It is matched to the conversation rather than to a keyword you bid on. The answer itself — including any businesses ChatGPT names when someone asks who to call — is not part of the ad product at all.

What changed, and when

The rollout came in stages, and the stage that matters to a Canadian business owner is recent.

So Canadians have been seeing ChatGPT ads for about five months, and Canadian businesses have only recently been able to buy them without going through a partner.

Who actually sees a ChatGPT ad?

Not everyone who uses ChatGPT, and that matters more than it first appears.

Ads show to logged-in adults on the Free and Go plans. Anyone paying for Plus or Pro sees none, and neither does anyone using ChatGPT through a Business, Enterprise or Education account. OpenAI also does not show ads to users it identifies as under 18, and keeps them out of conversations about health, mental health and politics.

The audience is still large. CIRA's 2026 Canadian Internet Trends survey — 2,000 Canadian internet users, polled in March — found 46% had used a generative AI tool in the past year, up from 16% in 2024. And BrightLocal's Local Consumer Review Survey 2026, a panel of 1,002 US adults, found generative AI had jumped from 6% to 45% as a source of local business recommendations in a single year. People really are asking ChatGPT who to hire. The question is whether an ad is the way to be the answer.

Can a Kamloops business target Kamloops?

As far as anyone has been able to report, no. This is the fact that decides the question for most local businesses, and almost nothing written about the Canadian launch mentions it.

OpenAI's own advertiser documentation describes location targeting as "country, region, or market", and every sub-country example it gives is in the United States: California, the San Francisco–Oakland–San Jose market, New York. US advertisers have been able to target by state, metro area and ZIP code since May 2026. For Canada, the reports disagree on whether provinces can be targeted, but no source reports city, postal-code or radius targeting. The smallest area a Canadian campaign can reach is a province at best, and possibly the whole country.

Put that against the map. The Kamloops census metropolitan area had 114,142 residents at the 2021 Census — about 2.3% of British Columbia and 0.3% of Canada. A Kamloops plumber running a BC-wide campaign is buying reach where roughly 98 of every 100 people in the targeted area live somewhere else. With pay-per-click bidding you are not charged for the views, but you are charged for every click, including the one from Prince George that can never become a job.

Two workarounds get suggested, and neither holds up:

This will probably change. OpenAI has added targeting options through 2026, and Canadian city targeting could arrive at any point. Before you spend anything, open the location picker in Ads Manager and search for your own town. If it is not there, your ad is being bought for a much bigger place than you serve.

Which businesses cannot advertise at all?

The second filter is permission. OpenAI rewrote its ad policy four times in its first five months, and its approvals for regulated categories are, so far, American.

BusinessCan it buy ChatGPT ads in Canada? (September 2026)
Dentist, physiotherapy, optometry, clinicNo — healthcare approvals are for US advertisers only
Mortgage broker, financial planner, insurance brokerNo — financial-services approvals are for US advertisers only
Lawyer, notary, legal servicesNo — legal-services ads are not available outside the United States
Realtor advertising a specific listingNo — ads for an individual home for sale or rent are prohibited
Realtor advertising a home-valuation tool or market reportAllowed under the policy
Trades, restaurants, retail, salons, gyms, tourismEligible categories — for these, targeting is the problem, not permission

Note the difference from Apple. When Apple opened Maps ads to Canadian businesses in August, it banned home services outright. ChatGPT does not ban the trades. It simply cannot yet put a trade's ad in front of only the people it can drive to.

The part no ad can buy

This is the point that should shape where your money goes.

One of OpenAI's published principles for ads is answer independence: ads do not influence answers. When someone asks ChatGPT for "the best electrician in Kamloops", the businesses it names come from the answer, which OpenAI says is untouched by advertising. The ad appears underneath, labelled as sponsored. You can buy the box. You cannot buy the recommendation.

Google is moving the same way on the phone. Its AI already calls US businesses to compare prices for customers, and it picks which ones to call from the local rankings, not from an ad budget. How Google's AI calling works is the companion to this post.

And the recommendation is the valuable part. It is the thing people act on, and it is decided by signals you can influence for free: a complete Google Business Profile, a claimed Bing Places listing (ChatGPT's search draws on Bing's index), steady recent reviews, identical business details everywhere you are listed, and mentions on sites you do not own. The full checklist is in what gets a business named in ChatGPT's answer, and the AI visibility checker scores where you stand in about two minutes.

ChatGPT ads vs Google Ads for a local business

If you have a paid budget and a local customer base, this is how the two compare today.

For a business that serves one town, Google Ads can do the one thing ChatGPT ads cannot yet: keep your spend inside your service area. That is the same trade-off laid out in Google Ads versus local SEO — paid gets you seen today, and the free listings keep working after you stop paying.

Who should test ChatGPT ads now?

A minority of Kamloops-area businesses, for whom the missing city targeting is not a problem:

If that is you, here is how to run the test properly.

  1. Check the policy for your category first. Read OpenAI's current ad policy before building anything. It changed four times in its first five months, and finding out your category is restricted after setup wastes the setup.
  2. Search your area in the location picker. Confirm exactly which Canadian locations you can target before you write a single ad.
  3. Choose the account currency deliberately. OpenAI's documentation says currency and timezone are set when the account is created and cannot be edited afterwards.
  4. Install conversion tracking and disclose it. OpenAI offers a pixel and a Conversions API. Either one sends visitor activity from your site to OpenAI, so name it in your privacy policy the same way you would a Google or Meta tag.
  5. Write context hints about the situation, not the place. Describe the customer's moment — "family ski weekend with young kids, looking for slope-side lodging" — and leave geography to location targeting, which is where OpenAI's documentation says it belongs.
  6. Cap it, bid per click, and judge it on leads. Set a fixed budget and end date, then compare the cost per enquiry against the same money spent on Google Ads.

Common questions

Are ChatGPT ads available in Canada? Yes. ChatGPT has shown ads to Canadian users on the Free and Go plans since mid-April 2026, and Canada is on OpenAI's list of countries where businesses can buy them, as of September 2026. Canadian advertisers can buy directly in Ads Manager or through technology partners such as Toronto-based StackAdapt.

Can I target just my city with ChatGPT ads? Not in Canada, as of September 2026. US advertisers can target by state, metro area and ZIP code, but no source reports city, postal-code or radius targeting for Canada. Search your town in the Ads Manager location picker before spending, because this may change.

Can a dentist, lawyer or mortgage broker advertise on ChatGPT in Canada? No. OpenAI's approvals for healthcare and financial-services advertisers apply to US advertisers only, and legal-services ads are not available outside the United States. Realtors can advertise a valuation tool or market report, but not a specific listing. Every one of these businesses can still work on being named in ChatGPT's answer, which costs nothing.

Does paying for ChatGPT ads make ChatGPT recommend my business? No. OpenAI says ads do not influence ChatGPT's answers. The ad appears below the reply, labelled as sponsored. Being named in the answer depends on your Google and Bing listings, your reviews, consistent business details and mentions on other sites — none of which costs money.

Who sees ChatGPT ads? Logged-in adults on the Free and Go plans. People paying for Plus or Pro see no ads, and nor do Business, Enterprise or Education accounts. OpenAI does not show ads to users it identifies as under 18, or in conversations about health, mental health or politics.

How much do ChatGPT ads cost? OpenAI has not published a rate card. Its documentation describes bidding by impression, click or conversion, with daily minimums that depend on your account currency. Figures quoted online are mostly early US prices from agencies selling management, so treat any number you read as a guess about Canada.

The honest summary

ChatGPT ads are real, they are growing fast, and Canadians are seeing them. None of that makes them right for a business that serves one town.

For most Kamloops businesses the decision comes down to three facts. You cannot yet keep the ads in Kamloops. Clinics, brokers and law firms cannot buy them at all. And the part of ChatGPT that actually sends customers — the answer — is not for sale. That points your time and money at the free work that gets you named: your Google and Bing listings, your reviews, and consistent details everywhere you appear.

If you run a tourism business or sell beyond the city, a capped, tracked test is reasonable, and the steps above keep it honest. If you want local paid search that stays inside your service area, that is what Google Ads management in Kamloops covers — and a free website review is the right place to start if you are not sure which to fix first.
